Hi,
We have a 3945 with a Cable and Wireless E1 circuit on it in the UK. The CUCM version is 7.1.5
When we receive inbound calls and hang up the call from the ipphone, the call clears from the IPphone but the other end sees the call still active.
When we disconnect the call from the pstn side, it clears correctly on both ends.
Below is a debug isdn q931 from a call disconnected from the ipphone side :

How can we fix it so that the call disconnects normally?

There is nothing you can or should do beside complaing to telco.
The trace shows that router is disconnecting the call correctly, however CO doees not respond to that.
You can try if it makes any difference when the call is initiated as outbound rather than inbound, because some telco may still stick to the ancient concept that call can be disconnected only by the party that placed it.
