Hi,
I'am quoting licenze migration 9x3 to migrate cisco call manager 4.3 to a cisco call manager 8.6
customer has 169 phone installed plus 120 not installed ( he stored them plannig to use it in the future)
Considering the above scenario how many MIgration licence I should buy ?
Second question :
are the 7912 still compatible with cisco CM 8.6 ?

You should quote all 289 UCL user licenses since the promotion is a one-time deal. If the customer skips it now and wants to use those phones in the future they would need to purchase the UCL license at normal GPL pricing.
Yes, 7912s are compatible with CUCM 8.6.

I have also 16 ATA186 can I BUY 32 enhanced UCL more or is better to buy 32 Essential ?
any issue between CUCM 8.6 and ATA 186

Yes you could do 289 UCL Enhanced; you to borrow from "more entitled" licenses if needed.
As for ATA186s: Yes, they work. You can buy a public space UCL license if they are not associated to a user (e.g. fax machines); or, the appropriate user license.
