7942 IP Phone set up for Japan locale

Hi,

I am trying to set up the locale  on cme 8.5 to japan. I am using ip phones 7942. I have changed the user and network locale via the telephony service and set them up for JP, I also downloaded and extracted this file CME-locale-ja_JP-Japanese-7.0.1.1.tar. 

The problem I have is that the phones don’t change to Japanese, they stay in English. I think there is something wrong with the cnf fiels. At one point I put in the command cnf files location flash:, but it seems that the files are now in a folder called  its/vrf1.After I reloaded the sccp software for the 7942 phones I set the router to perphone and it created this:

The time is wrong and the language wont change. It seems that the phones are pulling the default config instead of the correct one. Here is whats in the its folder:

I am not sure how to proceed; any help would be greatly appreciated.

Check with "debug tftp events" what files the phones are requesting, and make sure yout have "tftp=server" commands for all.

Note the files listed above are not for a 7942.

I added the japanese language pack thinking that it needed it and it created all the files for the 7460. Everytime I remove them they come  back. I think this is what maybe causing the problem. The system also created a bunch of tftp bindings, is there a way to remove them?

When I run a debug all I don't get anything. This is a 2811 with integrated switch. The dhcp server is on the switch module, I ran the commands on both but I did not get anything.
