I've been trying to get background images working on our phones for the last 2 days and for some reason they just won't take. I'm doing it the bulk way by uploading the image, restarting the TFTP service, and applying it to the common phone profiles as the default while disabling the ability of users to change it. I was able to get it changed successfully on our 9971s, but the 7945s and 7965s won't go.
These phones are a year old, models 7945G and 7965G, using SCCP. When I did the 9971s, which use SIP, it did seem like I had to let it sit for a while before it finally took the image when I did Apply Config. However, I've let these set overnight and still won't go. The images are 320x212 for the 7945 and 7965 and we're using CUCM 10.0.

I was actually able to correct this by downloading the latest firmware from Cisco, sccp9-4-2SR1, at https://software.cisco.com/download/release.html?mdfid=281346594&flowid=46217&softwareid=282074289&release=%209.4%282%29SR1%20&relind=AVAILABLE&rellifecycle=&reltype=latest
Once I installed the firmware and reset the phone, the custom background came up immediately as it should have.

I can confirm that that the latest firmware does fix this issue. I have tested on a few phones, models 7945 and 7975.
Thanks for the heads up

Hi,
I am trying to change the background image for 8800 and I was wondering where do you get the List.xml file? No documentation seem to mention that.

You can find that answer in many other posts, such as this one

Hi Jitender,
That's essentially what I did, minus configuring the List.xml file since I'm not giving the users the option of changing the background. I also skipped that step for the 9971s and they work just fine.
The guide I followed can found here: http://rejohn.cuar.es/2014/01/28/bulk-change-cisco-phone-background-in-cucm/#comment-448381

Hi Jeremy,
79XX are 3rd generation phones and 99XX are fourth generation phone. The functionality may or may not differ slightly depending on the feature.

Hi Jitender,
I am trying to bulk deploy. It looks like this bug page applies to older versions of CUCM, whereas we have 10.0. I was able to uncheck "Enable End User Access to Phone Background Image Setting" and it does disable the Backgrounds option on the phone itself, so I think that also says that bug doesn't apply.

Hi Jeremy,
The BUG is for phone model 79XX it applies to all CUCM version.
Check the product.

Hi Jitender,
Would this still be applicable to 7945G and 7965G running firmware version SCCP45.9-3-1SR3-1S?
Thanks,
Jeremy

Hi Jeremy,
Unfortunately the BUG is not fixed in any firmware code for 79XX series and if you it is a SEV 6 BUG, i have my doubt about BU working on it in near future. I would request you to contact your account teams in case you need someone to expedite the process.

Hi,
I have done this long time back on 7945 and 7965. One thing to remember that List.xml is case sensitive and the first letter 'L' has to be upper case.
Here is a Cisco document on how to do this.
http://www.cisco.com/c/en/us/support/docs/voice-unified-communications/unified-communications-manager-version-60/112041-background-00.html
Another issue at that time some phones weren't having the image delivered through TFTP. The fix was to do a factory reset for these phones.

Hi Mohammed,
I bypassed using the List.xml and instead opted to try and do it without giving users the option of changing their background.
I did try factory reset, but that didn't solve the issue.
Thanks!
Jeremy

Have you try erasing the ITL file from the phones that have the problem?
