7961 Keeps rebooting during factory reset

I have a 7961 that I did a factory reset command on, I see it reboot and show a screen with upgrading and term61.default

The phone displays that for a few seconds and then reboots and after 30 sec or so displays the same thing.

Any ideas on how to fix this?

Are you trying to register it to the CUCM or CUCME? Check whether the phone has obtained an IP address and TFTP server address. Also make sure the CUCM/CUCME has the firmware files that the phone is requesting for.
