I have a four site network - hub and spoke, the hub runs CME 7.1 and all routers have the same IOS c3825-advipservicesk9-mz.124-24.T2.
BGP runs between them and eigrp on the lan side. All routing seems to be fine and the config on the spokes is idetical, except for ip address and minor interfaces differences. All sites have the same 7965 phones
the correct 7965 phone f/w with IOS 12(4)-24 T2 and CME 7.1 is SCCP45.8-5-3S.loads
Two of the spokes are fine, but the last spoke has phones that never register. They now go into infinite reset and reboot loops
on the phone downloading image screen , it shows the F/W image name for .1 seconds, clears the field and then it comes up with "auth fail" and before it goes through the reboot phase it comes up with "Registration rejected : error mismatch" very quicklu=y. it is annoying that the messages are only shown for a fraction of a second
It is not the set as other phones at that site also go through infinit reboots. I can't press any buttons and a power cycle does not stop the reboot loop. a phone reset from the hub to the spoke with the phone mac address does nothing. thus i can't look at the logs on the 7965 phone itself
Here are my debugging steps, any hints or tips but be appreciatted.

i notice that the phone does not get a response when trying to load CTLSEP002699ED6E9C.tlv or SEP002699ED6E9C.cnf.xml
but does get a response for XMLDefault.cnf.xml
i then look at the tftp bindings and notice no entry for the bad pohones MAC SEP002699ED6E9C. the other phone MAC are there.

Hi there,
TFTP - Auth Fail shows on phones (they must be @ 8.5(2) before moving
to the 8.5(3) you have loaded
This line tells us that the phones are running too old of a load to move to 8.5(3)

Firmware Upgrade Issues for SCCP
Note For all SCCP firmware upgrades from firmware release versions earlier than 8.3(3) to version 8.5(3) or greater, you must first upgrade your firmware to version 8.5(2). Once you have upgraded to version 8.5(2), you can upgrade your IP Phone to version 8.5(3) or later.
