Hello!
I am fully aware of the ability to Fast Track config a 8831 IP conference phone on CME version 10.5, and have been able to get them to register on a couple of different customer systems so far. Unfortunately, although the phone will register, get dial-tone, and call internal extensions, neither phone can make outbound calls. When they try to dial outbound they get dead air.
Here is the config I am using:

Obviously the IP's and phone numbers will be different on the other system, but the config is the same.
Has anyone else experienced this, and if so, how did you fix it?

Kevin,
We'll need a bit more data before we can start diagnosing your problem.
How are you connecting to the PSTN? SIP Trunk? ISDN?
We'll need the appropriate debug outputs (debug ccsip messages or debug isdn q931) to start. Also please confirm if other phones are working properly.

Yep, I figured as much, and just now was able to get the output of both debugs, as shown below:
This system is connected via PRI. The first call was from ext. 4761 (307-432-4761) to my cell phone # (719-330-0326). User gets dial tone, dials the number, then dead air.
Then we tried inbound calling from my cell to the same number, and got two way, clear audio.

All the configuration looks correct, you can place calls internally to other SCCP phones without an issue correct? Looks like you are negotiating g711ulaw so that wouldn't be a problem with a PRI.
Usually when a phone establishes a call but there is no audio is due to the RTP stream getting blocked by an ACL somewhere, but incoming calls work fine so we can rule that out.
I had a similar issue with 8831s, it turned out to be that the phone was discarding packets due to a corrupt firmware version. Can you access the statistics during a call and see it shows?

LOL your timing is killing me!
I'm not on site, and have to keep asking someone to help me place the calls. I had JUST hung up with her and then saw this.
I'll get that capture as soon as I can. I will say, though, that the firmware version that's being used was recommended by TAC.

I honestly don't remember what I did to get this to work; I completely forgot to keep this thread updated. I do believe, however, that going to CME v11.0 will do the trick, as you're no longer fast tracking under CME 11.0.
