9971/CP-CAM-C PoE question

I have a Cisco 9971 with the CP-CAM-C camera. I'm able to get power via PoE from my ESW-520-8P but it will not power the camera. The port has 15.4w allocated to it. Will this switch simply not work for the phone and camera? if so which switch must I use?

the question is what else you have plugged into the switch...at 15.4 wats on all ports (if allocated) only 4 devices can be plugged into this....try unplugging anything else and see if it powers the camera...
