Based on the following documentation you need to have these two types of licenses on your ASA to enable Anyconnect VPN Phone

The number of VPN connections (whether there are Phone or User) is given by the number of Anyconnect Premium Licenses.
Nevertheless, I would strongly suggest, if you have the suitable infrastructure to consider applying MRA (Mobile Remote Access), instead of Anyconnect VPN Phone, check below:
