We have an ATA 191 that was working when we initially configured it, registered in CUCM, has dial tone when an analog phone was connected and is able to make and receive calls. We then shipped it to one of our offices in a different location and now there isn't even a dial tone when they connected an analog phone, the ATA is registered in CUCM though. I tired disabling Line 2 Support, set modem line to On and did a factory reset on the ATA then re-added/reconfigured it on CUCM but we are still seeing the same issue.
