As far as I know, this is only a feature of Contact Center (Express or Enterprise). He would need to be configured as a supervisor, and the extensions he wants to "coach" would need to be logged in as agents.
I'm not sure if whisper coaching is available in UCCX, so I would recommend looking at the features for each of licensing levels to see if it is listed.
