BLF feature only work from one phone and not the other.

I have an interesting issue here.

User has a conference phone 8831 on SIP and a desk phone 7975 SCCP.  Both phones have the same number attached to it.  

I have the BLF setup on user's admin  phone 7975 SCCP 

The busy indicator only turns on when user is on call from 7975 phone, doesn’t notify her if he is on his conference phone 8831.

How can I fix this where BLF button comes one no matter which phone is being used since DID is the same on both phones.

Are both phones configured with the DN in the same partition?

Yes, both are in same partition.

See the attached zip file. I hope this gives you some idea. I have screenshot two phones which has same DN assigned.

Probably a CUCM defect. You didn't post your version but I suggest looking through the bug toolkit. Call TAC if you can't find a match.
