Blocking Long Calling Party Numbers in CUCM (6.5)

Is there a way for me to cleanly block all numbers where the calling party is not presented exactly as either 4, 7, or 10 digits?

 

I'm having an issue with robocallers using very long calling party numbers that are slipping by the blocking from our SIP provider. They'll then just keep incrementing the numbers to get through.

 

Examples of the "callingPartyNumber" from the CUCM CDR are:

 

930113812227238
940113812227238
81000113812227200
1110113812227230
99999999999999900000000
8880038122272380000

You can create route pattern with exact match, rather than using wild card.

For example,

4 digit pattern - 9...

7 digit pattern - 9.......

10 digit pattern - 9..........

Wild card (may cause your issue) - 9T

How would I apply such a patter in CUCM 6.5? I'm trying to block incoming calls to the system from external numbers which are not 10, 7, or 4 digits (and probably a few international patterns I'll have to let through). If the CUCM were version 8.x or greater I could "route next hop by calling party" so I am looking for any similar solution for earlier CUCM versions.
