Is there a way to have CUCM remember the previous number you call forwarded to on a phone so if a user always uses the same number they don't have to type it in every time?

Hi Cameron,
there is no such feature with existing Phone \ CUCM architecture. You will have put the number again, no caching option available.

Hi Cameron,
As JB nicely noted, (+5), unlike the old Nortel/Avaya days this feature is not available with CUCM. If the user is always forwarding to VM they can accomplish this by pressing CFWDALL and then the Message button or if you have space on the phone you could set up a speed dial to the commonly forwarded number and then the user could press CFWDALL and the speed dial button.
