I am having a strange problem where a user cannot call one specific number (from different phones). The dialed number will ring once, then you get a "your call cannot be completed as dialed, please check the number and try your call again". Then the recording says 4-5 numbers and repeats the message. Yet, I can call this number fine from my cell phone. CallManager version 7.1.5.30000-1. Can anyone advise?

If you are getting a numerical error code, this is a carrier error of some type with the PSTN network. You should call your PSTN provider and open a ticket with the details for the call.
