Coming into a new workplace as an engineer and working on the call systems, when we call a client with 911 anywhere in their number (IE xxx-xx9-11xx) will result in "call could not be completed as dialed". 911 calls do work properly, but I've never ran into this issue and don't even know where to begin to look, any help would be appreciated! (Using CUCM System Version 14.0.1.11900-132)

Check the call in the DNA tool.
Check the call in RTMT.
Check the debug / logs of the call in the GW / CUBE, if you have one.
There are so many old post on how to do basic troubleshooting ...

Go to the Route Plan Report and do a search for "Any Pattern" that "Contains" "911" and see what comes up. I would guess that you have a 911-related pattern with Urgent Priority configured but that has some kind of wildcard like a "?" that is interfering with dialing the longer numbers containing 911.
