User want's to set the Call Forward All to his cell phone after that want to leave the calls to his Deskphone's Voicemail in case he is not picking calls in cell phone after the original call forward. Kindly let us know how to achieve this. I am not sure whether we can achieve it by creating SNR functionality.

SNR will be the best option for your scenario.

SNR will do, as long as you adjust the timers as necessary to avoid the mobile's VM picking up
