Kindly share documentation to reboot call manager version 4 or let me know the steps.

Simply reboot Windows starting with Publisher and then Subs.

No, that does not buy you anything, simply reboot it and validate all services come up after the reboot.

Kindly let me know which services need to be verified.

I have only experience in working with linix version of CM.

Go to serviceability and take a look at which services are running there and ensure those services come up after the reboot. Nothing different from Linux version.
