Call manager express- call forwarding not working correctly

i have and issue with call forwarding. we have an office in Shanghai but dont have an ATA device in the office.   but do have a POTS line coming in and its connected to our FAX machine..  we dont want to give out the DN number associated with the POTS line, but, would like to use an existing number we have in our list of available #'s.  so i set this number 4701 up to call forward to the other number  608....   within the GUI for CME i set up the Call Forwarding all with  8*608.... for the outbound call.  but when i call from my desk the forward happends but ends up with some chinese message about not being able to call a wireless number.  the number does work if we call from the outside into the fax machine.  any clues.  i have attached a log of the sho run config.

I wonder if the call flow is like , ip phone - ip phone CFA - PSTN mobile  within CME?

please capture the following debugs when the problem happens,

debug isdn q931

debug voip ccapi inout
