call transfer in 7940

I have dual-line mode configured in a IP phone 7940 so when you are speaking and a new call comes you can see in the screen the call and the number. Then I answer the second call holding the first and try to transfer the new call to another extension but it's not posible.
Why I cannot transfer a second call when the first call is active?
What I have to do to fix that problem?

Well, this is kind of interesting.
I understand that you can't do a full-consult transfer on the second call, because both lines are taken already. However, the transfer should work in blind mode. I will try this at the office tomorrow.

One for single-line, two for dual-line ephone-dn. This is an area where CM does a lot more than CME:

So what I have to do for transfering the second incoming calls?
Changing transfer-system to blind?
The call-forward busy is not running too in the 7940 Why ?

I managed to test this with a 7941. It is as I supposed, the second call will be transferred in blind mode because the limitation to two active calls.

I have changed it but the problem continues, I cannot transfer the second incoming call. I have changed the transfer-system to blind and full-blind, but everything continues equal. Is it necesary restart the telephone system or the IP phone?
