I have the following flow of calls:
Scenario A
1- Ext. 5678 (IP) from Siemens hi-path receives one call from pstn.
2 -Ext. 5678 puts on hold and try transfer the call to 2199 (7912G) from Callmanager. When 2199 is busy and the field "Forward Busy Internal" or "Forward Busy External" within "Call Forward and Call Pickup Settings" is configured to transfer to ext. 2754 that is busy too, the callmanager responds Cause i = 0x819F - Normal, unspecified or Special intercept, call blocked group restriction;
Scenario B
1 - Ext. 5678 (IP) from Siemens hi-path receives one call from pstn.
2 - Ext. 5678 puts on hold and try transfer the call to 2199 (7912G) from Callmanager. When 2199 is busy and the field "Forward Busy Internal" or "Forward Busy External" within "Call Forward and Call Pickup Settings" is "default", the Callmanager responds "Cause i = 0x8591 - User busy"
The problem is that in scenario "A" the 5678 does not hear the busy tone and Lost the call from pstn and the call to extension from callmanager (2 Call Legs).
In scenario "B" the Hi-Path extension 5678 hears the tone of busy and recuperates the call normally.
Exists a workaround to callmanager answer "busy" on scenario B or is the Default behavior?
Cause i = 0x819F - Normal, unspecified or Special intercept, call blocked group restriction is like Busy?

What is the exact cucm version, and IOS versions.
Can you upload cucm sdi,sdl traces and gw debugs from cisco side.
