CALLER ID IS PILOT NUMBER,NO CHANGE AFTER TRANSLATION

Dear Community,

 I have configured E1 service on a voice router.Calls to PSTN numbers only shows the pilot number of 070906400 even though my translation rule shows the following output.The expected output on outside users phones is as underlined.

Attached are the debugs for voip ccapi inout, debug ccsip all  and full configs.In the debugs 103 is calling 0715326573

Should I call the provider or the error is on my side?

It is possible your provider is overwriting all outbound caller ID with the billing phone number. I would check with them first.
