This is UCM 7.02, when I go into serviceability --> Tools --> Service Activation, I get "Access Denied"
Anybody seen this before?

Are you CCM super user or standard serviceability user?
Check on CM admin page: application > user mgmt > application users

Thanks for the response Kon,
I checked my credentials but that wasnt the cuplrit. I had just uploaded a new license file and apparently as part of the upload in the license repository it take a service down. I waited about 2 minutes then tried it again and it worked fine.
