Good day.
I have an issue with transferring incoming call from PSTN. I'm using CME on UC560 platform. Sorry for not posting configuration (too big). Please tell which section should I post to help you understand situation. There are common configuration sections bellow.

Is the ephone-dn configured for dual line ?

You have to add the key to the ephone-template assigned to the phone and under the telephony-service you have to add the transfer-system full-consult.

Have you watched attached file with configuration? The command you suggesting already implemented.

Problem solved. It was an error on 8th level of OSI model.
