Cannot get abbreviated dial to work, get "Number not Configured"

I have read other posts but none of the recommended actions seem to work or apply (bug with index greater than 43, performed pub/sub restarts).  I cannot seem to find any configuration information other than defining the number for a given index  (used ccmuser for this) so I assume I am fine from that perspective.  I have entires using personal fast dial index locations 1,2,10,11.  CCM version is 7.0, phone is 7961G with load sccp41.8-4-1s.  

With the phone on hook, I hit the "1" key, the softkey "AbbrDial" shows, and I select it with the resultant error message "Number not Configured".  I have tried all indexes from 1 to 15 in the chance that the index is offset; no luck.

Any help or guidance to here would be appreciated.

Abbreviated dial only works for "Speed Dial" not "Personal Fast Dial"
