firs let me explain the situation
Requirement:
x2 IP Phones
x2 User Device Profile
Partitions:
PRT-LOCAL
PRT-NONE
CSSs:
1xCSS_NONE = {}
1xCSS_LOCAL={PRT-LOCAL}
Scenario:
Phone A Line is in PRT-NONE, The Phone is in CSS-NONE
Phone B Line is in PRT-NONE, The Phone is in CSS-NONE
Phone A can't call Phone B and vise versa
with did this so users have to loggin to be able to call.

Scenario : (Login with the User Device w/ EM)
UDP A Line in PRT-LOCAL and CSS Line is CSS_Local
UDP B Line in PRT-LOCAL and CSS Line is CSS_LOCAL
Phone w/ UDP_A calls Phone w/ UDP_B !GOOD
Phone w/ UDP_A Transfer call to Phone w/ UDP_B !GOOD
Phone w/ UDP_A Conference w/ Phone w/ UDP_B !GOOD
Phone w/ UDP_A Forward ALL to Phone w/ UDP_B !NOT GOOOD
Why is the Forward ALL not working!!!!
