Changing Backup to primary

I have a CER PUB which has some issues. How can I select the Sub as the primary and Pub as the secondary server?

By CER I mean Cisco Emergency Responder.

You can't make the "publisher" or primary CER server a secondary and/or change the secondary into a primary, however if you want the secondary to take over, stop the CER service on the primary and the standby secondary will become active.

We had some issues with Pub. I performed the command "set network status eth0 down" and lost the connection to the Pub. I am romote and don't know any why to bring the eth0 up remotly. So I don't have access to the Pub to stop the CER service. Do you have any idea how I can work around it.

By shutting down the NIC on the pub CER server you caused a fail over, the secondary is not active since it cannot connect to the primary, you do not have to stop the service.  To cause the fail over you could have stopped the CER service on the primary, shut it down completely, or disconnected the NIC as you did.
