Seems like a POST failure. Contact TAC to have it RMA'ed if it is covered under an active service contract.

Attach a console cable and reboot the router. Post the entire boot-up process.

Hi Leo,

Thanks for replying.

please Find Attached all the boot-up process.

this is all that i have. I have rebooted the router many time but that the same result. the same message is displayed:

Checking for PCIe device presence...%ERROR: Critical device not found on 00:02.00 %WARNING: Resetting... Initializing Hardware ..

Thanks Leo,

I have readed the shared link and check if my router is affected.

But the verification tool shows "not affected".

Any other idea please?

RMA the appliance.

May-June 2019:  I Received a shipment of new ISR4321 routers. Some helpful notes listed below:

***2 different Processes worked for me****

1. If the system is caught in a boot loop...this can happen if you use: boot system flash: alk9.03.xxxxxxxxxxxxxxx-ext.SPA.bin (the system cant find the IOS), use (boot system flash bootflash:)alk9.03.xxxxxxxxxxxxxxx-ext.SPA.bin
a. if you are stuck in a boot loop - get to the rommon command to boot from the IOS.
b. rommon >1 boot bootflash:alk9.03.xxxxxxxxxxxxxxx-ext.SPA.bin
***note***5/20/19 - From rommon >1 the 'boot bootflash:command failed - However after I removed the period at the end of bin. (alk9.03.xxxxxxxxxxxxxxx-ext.SPA.bin) the rommon >1 the 'boot bootflash:command worked, I was able to bootup the system.

2.  If you uploaded a new or different IOS version to flash:  and the system wont boot up to that version and or is caught in a boot loop - tell it to stop booting to IOSv1 and to boot to IOSv2.
**note the verbage on the boot command** boot system flash bootflash:

config t
no boot system flash:alk9.03.xxxxxxxxxxxxxxxIOSv1-ext.SPA.bin
boot system flash bootflash:alk9.03.xxxxxxxxxxxxxxxIOSv2-ext.SPA.bin
end
wr

Verify
a. sh version

c. sh run b | i boot

I just got off the phone with Cisco Tech troubleshooting ISR4321 Boot up problem:

the command:  boot system flash bootflash fixes the problem.

router# conf t

router(config)# no boot system

router(config)# boot system flash bootflash:isr4300-universalkxxxxxxxxx-ext.SPA.bin

After this you should be getting this on the running config

boot-start-marker

boot system flash bootflash:isr4300-universalkxxxxxxxxxxxx-ext.SPA.bin

boot-end-marker

If this is what you have just save configuration and reload.

enjoy

The thing is; the device is just stuck in the loop below;

Checking for PCIe device presence...%ERROR: Critical device not found on 00:02.00
%WARNING: Resetting...
Initializing Hardware ...

it does not even give a prompt to enter any configurations, if there are any other ways to resolve this please let's know.

@ghmpro123, create a new thread (it is free).
In the thread, post the entire bootup process of the router.
