I want to utilize a hosted ip pbx provider and back it up with my CME. Can the Cisco 7960 IP phones automatically reregister to the CME upon unreachability of the hosted platform?
Or is this a manual process?

How do you point to the PBX? is it static configuration on the phone or do you point to TFTP server?

So, in your DHCP scope do you have option 150 defined to point to it? If so, you could try adding secondary TFTP server that is the CME router and make your DHCP lease very short i.e. 1 day.
