I am wondering if anyone can suggests a solution----here is my problem
I have 5 Cisco 8821 Wl phones with Max num of calls 5 and Busy Trigger 5 configuration. There is NO voicemail involve in this setup. Lets say on a given day, there are only 3 people working (3 active registered phones) and 2 are turned OFF. If all 3 users are busy on calls and if 4th call comes in, it still tries to give RING to the caller because busy trigger/Max num of calls configuration.
Is there anyways I can give caller busy in this scenario?

No, that is expected behavior with your configuration, you would need to change the max number of calls and busy trigger to get that outcome.
