Please help to resolve issue on my cisco 8831 conference phone. I cannot able to set Timezone and timing.

Is the phone a member of the same device pool as phones with the correct time?
What firmware is it running? We have seen issues in the 9.x to 10.x upgrade path in some environments we support.
