Cisco 8851 - Provisioning problem with CUCM

Hi! I wanted use mine Cisco CP-8851 with SIP Provider but problem is it's Enterprise version so I can't. I don't have 3PCC migration license and money for it so I tried install FreePBX with Chan-sccp, not work. So I tried CUCM and only there is problem with this error: "Time zone data download failed" What I need to do? I'm will say again I don't have license for 3PCC Migration and I'm not partner.

(CUCM is on Trial Version so I can use it only 90 days)

If you’re end goal is to use the device with a 3:rd party SIP service you’ll need to get MPP software on it. Whatever your doing with CM would not have any impact on that, so that’s a dead end.
