I've seen it personally and have had customers report some odd issues with dialing a number straight on the keypad and then hitting the Dial Softkey and the call doesn't go through. But going off hook or speakerphone and dialing the same digit string works. On other phones dialing straight works. Using firmware 9-3-2-10

We downgraded a few users to 9.3.1 who reported issues with the most.

The current Bug Toolkit shows CSCua51894 as "Performance of offhook dialing is 40-80% lower than previous release" versus "onhook" dialing which is the problem we are experiencing as well as (to all appearances) the problem described by the OP. Status is Fixed (Verified) with Release-Pending but information in the Bug description is non-existant so can't tell what has been fixed.
Any insight would be appreciated.
