Cisco CM9.1 Enterprise license Manager Problem

When I install My CM9.1 License,it always show Warming as attachment

My question is how to update the Enterprise license Manager??

What version of ELM? What version of products? Is it standalone? Or co-res?

In addition to what Jaime has asked, have u generated the license file using correct ELM [License Management --Licenses ----Other Fulfilment Options --Generate ELM ?
