Cisco CP-8861 3PCC unable to transfer second call on hold.

We have some Cisco cp-8861 phones that are working fine with one exception.

When they receive a second call, putting the first one on hold, there is no option for transfer on the softkeys and the physical transfer key does not work.

Transferring works fine with a single call.

Maybe you just cannot have 3 calls in total on that device at the same time. HAve you checked, if there is a parameter like in CUCM on the line "Maximum number of calls".

It is a 3pcc phone, so its manually configured through web, but I just tried and sure enough the phone would not acept a third call, so that is something to look at for sure, thanks.

We found this line and changed it to 3

Hi there,

This scenario is supported from a MPP device perspective, transfers like this should work with no issues, but with no SIP logs its difficult to know why. 
Take a look at the sip traces and check what the phone is doing when the transfer button is pressed. This might be a call control issue. 

Also please check these parameters: 
<Attn_Transfer_Serv ua="na">Yes</Attn_Transfer_Serv>
<Blind_Transfer_Serv ua="na">Yes</Blind_Transfer_Serv>

As for the softkey, you can enable/disable all sorts of softkeys. Please take a look at page 347 of the admin guide https://www.cisco.com/c/en/us/td/docs/voice_ip_comm/cuipph/MPP/8800/english/AG/p881_b_8800-mpp-ag_new.pdf
