Did you subscribe any services to the phone in CUCM?
What is the Service URL shown in Settings on CIPC? Can you open that URL in your browser on the same computer and get an XML response?

As Jonathan says, check the "services URL" within CIPC. Most likely it is incorrect.
Most common cause for this is that your are getting a TFTP timeout when registering the CIPC, particularly if you're trying to get it to work over VPN.
