The landline phone can able to receive calls but cannot make a call.
Whenever we call, silence is on.
Whenever we receive a call, it sounds good, talking and listening.

Hello
I suppose you have configured your landline phone as Third Party Phone with the correct calling search space and you have the correct Router Group/Router List/Router Pattern if that is correct so you can activate debug ccsip messages or debug voice ccapi inout on CUBE to know if the signaling is being received from CUCM.
In the case the call is established and only you dont receive audio so it's a rtp port blocking.

Do you mind if I ask if I ask how to resolve the issue if it's an RTP Port blocking? Is it resetting the device or reconfiguration?

RTP port block is related with FW rules or device between communication with your sip provider maybe same CUBE with ACL... I suppose you have sip provider.

How did you deploy the phones?
Are they using a third party SIP service rather than Callmanager?
Also we need to know how the phone’s traffic flows (eg. Router , Firewall and so forth).

To check if you receive packets, go to the phone settings and look at the call status. If you see RX 0, then there is a network issue blocking the packets
