The Free Plan is for Messaging/Limited Meetings only.

If you want to make PSTN calls using your phone as well, you'd need a Webex Calling subscription and a valid Calling Plan/PSTN connection as well.

The Control Hub is accessible via https://admin.webex.com/, but it's only available in paid plans.

See https://pricing.webex.com/ for the available Cisco Webex Plans.

You don't specify what backend call control you are connecting to? Is it Communications Manager or Webex Calling?
Check these things for Webex Caling

1. Are you sure the firmware on the phone is correct and had MPP firmware vs Enterprise firmware?
2. Try another code
3. Are you sure you added the right phone type etc in the Control Hub
4. You can run this tool on a web browser connected to the same port that the phone is connected to https://cscan.webex.com/on and see if you are getting any ports blocked.

HI
The phone is 8865
I thinks its a 3pcc
I have a activation code from Webex

The 8865 phone can come in both enterprise and MPP versions. Both versions will prompt activation, so you cannot confirm the type without checking the model & firmware. You can find these details in the phone settings or by looking at the model number on the back of the phone.

If you are unable to identify it yourself, please share the details with us.

If the phone is in enterprise mode, you need to convert it to MPP before connecting to Webex. You can follow the link below to convert it to MPP, as you have a Webex Calling subscription.

In this short video we will cover a new tool built inside the Webex Control Hub. This new tool will allow you to migrate from On-Premises Enterprise Phones to MPP phones. This solution also handles licensing automatically. This demonstration will use the CUCM method to facilitate migration.

It’s an MPP device. Also, check the firmware version running on the phone from the phone settings. Ensure the phone is correctly configured on the Control Hub and that the activation code provided is correct.

Make sure the device has reachability to the Webex cloud.

To use the phone with Webex, you need Webex Calling, which requires a paid subscription as @dtibbe mentioned.

By the way, where did you manage to get the activation code if you’re using the free Webex? According to the information you provided, you entered the activation code from the Webex site. As far as I know, the free version of Webex doesn’t provide any activation codes.

Also free users may generate Activation Codes either via the Webex App or via their https://meet<numbers>.webex.com/ or https://settings.webex.com/ site, I've just verified..

I have purchased the plan on Webex but when I click add device it says I have no licenses
What should I do now?

Hello,

The 8865 is an  IPphone that can only work with the Webex calling plan. For joining meetings, you need devices like a Desk Pro, Desk Mini, or Room devices such as the Webex Room Bar.

You are trying to add a device that is not compatible with Webex meetings.

The phone can only be used if you have a Webex calling plan and the webex calling assigned to this user. Webex meetings and calling are different services.

From the screenshot you shared Moreover, you don’t have any device licenses available on your account. You need to obtain one if you want to add a device like a Desk Pro, Desk Mini, Webex Room Bar, Bar Pro, etc., to your account.

How do I get a license?

I am in Austraila and there are no Webex calling plans.
