I have question regarding Cisco phone config-

I have 2 phones configured in CCM 9 with Unity Express. User would like to play a message something like 'all lines are recorded' before their phone rings!!! Is this possible? There are NON Contact Center phones. thanks

The only way to do this would be to route all calls to CUE script first and play the message before sending the call to the phone. Not very efficient as you would be using CUE port for everyone of these calls.
