Hi,
Does anyone know if there any legal obligations for cisco phones to
be able to dial emergency services when they are not logged into?
ie. if we remove the current line from the phones and use Device profiles
only that logout after 12 hours.
Is there any Ofcom recommendations etc.

Well, this is not a technical question but rather legal and answer varies from country to country. As best practice I would allow emergency calling from all phones as if someone is in true emergency the last thing they need to worry about is logging into the phone, also consider visitors, etc.
