When I have configure speed dialing via Cisco self care portal at my 7945 series phone It does not working. What could be the problem with this issue. Please tell me how can I resolve this issue?

Check your CUCM, do you see the changes reflected there?
Try the other way around, configure one in CUCM and check if you see it in the self-care portal.
