I’ve been assigned to check how many Cisco VoiP phones are connected to a network but not registered to any cucm server.
is there a way to check it using RTMT or any other way.

Yes, using RTMT. Select the Voice/Video section. Under Device, select Device Search. Double click Phone, the change Select Device with Status "Unregistered" from there you can select Any Call Manager or specific ones from your cluster. You can Next through or select more specific parameters as well.
Be aware that the output cannot be exported. Which stinks.
*EDIT. That is not going to tell you devices connected to your network. You can use the IP to see if it is pinging or check that against CDP neighbor tables or maybe it is something Cisco Prime can check.

That will catch all phones currently in Unregistered status, but not the phones in None status. For that, do the Device Search again as above, but on the first selection panel there is a checkbox for "Configured Only in CUCM" (or something close to that). That gives you a list of phones in None status.
