CME 8.6 and Exchange 2013

Seems like I have gotten everything working with merging the two, the only thing I am not getting is why when calls from outside are just ringing and ringing to users extension with out voicemail. Before transferring to user it asks to hit # and leave message and this works but maybe I am missing something?

just to make sure, you are using exchange 2013 as voicemail system, right ?
