CME - COR List "Internal" not working

Hello,

I was asked to add an additional COR to the default. By default everybody in the 20 person facility can dial local and long distance. International is restricted. My predecessor set up a COR to add in International, but never completed the config.

I am trying to setup internal and 911 only. I used this whitepaper [below] to construct my list. It's not working though. I can still dial local and long distance on the lobby phone.
