Hi Abdul,
1. ITL (Initial Trust List) file provides the IP phone a list of trusted servers and their certificate. For ex; if IP phone receives ITL file with IP of TFTP server then it will accept configuration from that TFTP server only and not from any other TFTP server.
2. CTL files are used for securing the signaling and media encryption.

3. The other files are Locale files. Locale files are used to change the language according to the country. For ex; default is US English and if you want to use Arabic language on phone you need to install Arabic locale files on your CME router.

Hi Abdul,
These are normal messages exchanged between CME and IP phone during the registration process regarding CTL/ITL files and locale files. What is important to check if the phone gets what it is looking for and finally registers. If the phone registration is going through succccessfully then there is no need to worry. However, if the phone is not registering then post the complete output or pacp of the registration.

Hi Abdul,
As i mentioned earlier these messages are related to CTL/ITL files and locales. When the phone is trying to register to cme it checks if you have a secure CTL config file or an ITL file configured and downloads the same if it exists, same applies to the locale files. If the phone is able to register then it means the required files for registration have been downloaded.
