This thread was very helpful and just in case you see your config looks good and still not sure what is going on, do the following:
Take a look at the config file of the phone (Take a debug tftp events and debug tftp packets if needed to confirm which config file the phone is downloading)
Look for the user locale field:
<userLocale>
<name>Spanish_Spain</name>
In the "<name>XXXXX</name>" field make sure the name that is defined matches what you set in the "tftp server alias lines" as the example below
tftp-server flash:/XXXXXXX.jar alias XXXXXXX/mk-sccp.jar
--- > tftp-server flash:/mk-sccp.jar alias Spanish_Spain/mk-sccp.jar
In my case, the cme config was alright and the 69xx were getting the locale but not the 7942/62 and CIPCs. So, I compared the debugs and the config files and found this error:
2600555: Oct 9 10:33:26.052: TFTP: read request from host X.X.X.X(49289) via GigabitEthernet0/1.100
2600556: Oct 9 10:33:26.052: TFTP: Looking for User_Define_1/mk-sccp.jar
2600557: Oct 9 10:33:26.052: TFTP: Sending error 1 No such file
So, I manually changed the config file from:
<userLocale>
<name>User_Define_1</name>
To:
<userLocale>
<name>Spanish_Spain</name>
Also, for the CIPC I had to add the alias of the file it was looking for:
2667120: Oct 9 11:57:00.002: TFTP: Looking for Spanish_Spain/ipc-sccp.jar
2667121: Oct 9 11:57:00.002: TFTP: Sending error 1 No such file
--------- > tftp-server flash:/ipc-sccp.jar alias Spanish_Spain/ipc-sccp.jar
and it worked.
