We are using Cisco IP Communicator 8.6.3 on Windows 7 systems and the app works fine when it does not have our high security polices applied.
But when I apply our Operational security policy (group polices with higher security), the app gets an error upon startup.
While the splash screen is loading, when it says "Starting Audio" it freezes and an error comes up that says "Communicator - Exception Error" "Default.xml".
I need help figuring out what is blocking the application from starting up correctly so I can change our policies.

I only get this problem when i try to run IP Communicator from the Command Line. Is there any way around this? Any way to launch IP Communicator perhaps with some arguments in order to avoid getting the exception "Default.xml"?

It can be run successfully from the command line if you first change to foled the exe file is in:
cd "C:\Program Files (x86)\Cisco Systems\Cisco IP Communicator"
call "C:\Program Files (x86)\Cisco Systems\Cisco IP Communicator\communicatork9.exe"
