We are trying to migrate a series of dumb internal intercoms from a analogue PBX to Call Manager 6.1 with a 2811 Voice Gateway using FXS cards. We have the intercom calling an internal number using the MGCP configuration, but the intercom does not drop/hang up the line and continues to call the configured number, even after the called handset has been replaced. We have tried to configure the voice-port with the 'timeouts' command but this does not work. Any ideas?

If there is a ring generator on the intercom, you will need to be using an FXO port instead of an FXS. I have run into similar situations to this one in the past.
