Hello,
I would like to have a passowrd configured on the CIsco IP Phone 7975 for any outgoing calls made.
Any user who would like to make a call should dail in the password to be able to make a call.
Is this feature available in Cisco. If not any is there any alternate menthod to have this done.

Look into Forced Authorization Codes feature (FAC).

I need to configure this on only one IP phone.

Not natively unless you create a separate partition/CSS which a separate set of route patterns for OffNet calling and only attach the FACs to those route patterns. FAC authorization requirements are defined on route patterns. You would need that one phone to use different route patterns than everyone else.
