I have DX650 android firmware that I need to convert to SIP firmware. I require assistance with image and conversion steps.

AFAIK its a normal cop file as other phone models and the steps are same.
Refer the DX650 sip firmware release guides.

That guide is for DX70 and DX80. Those are different devices than what the OP asked about.

AFAIK there is no specific SIP firmware for this particular model of phone. For additional details on how to use it with a SIP service have a look at this post.

As I previously wrote I'm not aware of that there ever where any difference in firmware available for this device model.

The conversion from android to CE is available only for DX70 and 80. There is no conversion or migrations for DX650.
If you need the latest firmware for DX650, down the latest from below link and install the COP on CUCM.
